Ubisoft has a reputation for delaying (if not intentionally staggering) the release of their games on PC. The thinking goes that if console gamers can easily pirate on PC, they won't buy the game for console. Hence, PC gamers end up being collateral damage.
Aligned releases are slowly improving to where they were before, but if my memory serves me right, Ubisoft has delayed virtually every installment of Assassin's Creed until several months after the console release.
Which is why the following exchange between GameSpy and the company is so comical:
GameSpy: So when's the PC release date (for Assassin's Creed III)?
Ubisoft PR: October 30th.
GameSpy: Yeah, but when's the real PC release date?
Ubisoft PR: It's October 30th.
GameSpy: Uh huh. And can you say that with a straight face?
Ubisoft PR: You can ask me as many times as you like, but the answer will be the same.
GameSpy: Very well, let's move on. So, when will you announce the delay of the PC version?
Ubisoft PR: ...
