Why is the game vault still locked when i put the time to my time zone it should be out??

Your conversion was wrong. The simplest way would be to find out the current time in UTC, which at the time you posted was 0700. The vault opens at 2200 UTC.

It's not out yet. 1400 PT. SO that is 2200 UTC. You basically have a a little mroe than an hour left, so it hasn't been out yet.
