It really depends on the artifacts you are trying to upgrade but generally getting fragments is worth it.

I would advise to always buy fragments whenever it's possible. Upgraded artifacts are far more powerful, and can net you a lot more ARP daily.

Counting how many ARP you spend on them isn't a good measure: the point of buying these is to upgrade your artis FASTER, so you can gain substantially more ARP every day starting now rather in two years... ^^;

@easyrhino Yes, once you're tier 5 it matters less, but when you're just starting out, your biggest issue is all the giveaways and Vault games locked behind tier 4+, so you want to climb up rank ASAP, it's better than counting pennies!
